State Council of Educational Research and Training

In order to provide new direction to school education, the Haryana Education Department merged two institutes namely  State Institute of Education and State Institute of Science Education in April, 1979 to establish the Sate Council of Educational Research and Training (SCERT).
The main function of this Council is to bring qualitative improvement in the field of school education. It has  been a firm view of the Haryana Education Department that the educational standards of the teachers must be improved for a qualitative improvement in school education. Hence various efforts are made to enhance the educational standards of the teachers through nine different departments.

The main aim of their activities is to acquaint the teachers with the innovations brought out in the field of school education through teachers training programmes and workshops. This council fulfils all the needs and requirements in the field of education through the working of these departments. Multifarious activities of these departments are as follows :

Activities /Functionalities

  • Organises in-service training programmes for teachers, administrators and teacher educators.

  • Implements new educational techniques and methodologies.

  • Co-ordinates with District Institutes of Education and Training (DIETs) and imparts guidance.

  • Co-ordinates with various State councils of Education, Regional College of Education, Ajmer, NCERT, NIEPA and EdCIL.

  • Identifies disabled children in and out of schools through IED centres in the state.

  • Creates awareness among teachers/students about the need of guidance by delivering lectures.

  • Searches out educational problems and their remedies.

  • Develops Teaching Learning Material (TLM) for various training programmes to get it printed.

  • Organises training programmes and workshops for teachers for the improvement of educational evaluation.

  • Prepares question papers for school examination of various classes.

  • Organises calligraphic competitions for primary classes.

  • Provides guidance to Board of School Education related to evaluation.

  • Organises Students Science Seminar.

  • Organises District and State level Science exhibitions.

  • Guides the students / teachers to participate in National Level Science  Exhibition.

  • Solves problems of the field related to Science.

  • Develops work experience syllabus for various levels.

  • Popularises computer literacy in schools.

  • Creates awareness among children and instructors of non-formal centres run by NGOs.

  • Reviews school text books in the light of population education.

  • Organises training courses for teachers to create awareness about the environment.

  • Develops teaching learning material and gets it printed.

  • Reviews, updates, edits, vets and enriches the text-books for various classes.

  • Prepares manuscripts of text-books for various classes for printing.

  • Surveys problems related to the textbooks and takes remedial measures.

  • Develops English syllabus for classes I to V, English text-books for classes I to V and teachers guide.

  • Organises training programmes for teachers for the knowledge of software and hardware.

  • Develops software material.

  • Prepares educational broadcast programmes for AIR Rohtak.

  • Trains the teachers about the use of audio-visual aids in classroom situations.

  • Implements project on Integration of art and culture with education.

  • Maintains films and video-cassette library.

  • Organises National Integration camps for teachers and students.

  • Reviews books / magazines for their suitability in school libraries.

    District Primary Education Programme (DPEP) Cell :

    It has been set up under the World Bank aided project - DPEP. The main objective of the project is universalisation and qualitative improvement of primary education in seven districts namely - Hisar, Jind, Kaithal and Sirsa, Gurgaon, Mahindergarh and Bhiwani.

    Its functions are:-

    • Develops material for mass mobilization and awareness such as induction manual folders, calendars, booklets, posters and stickers etc, for printing and publication.

    • Develops material for different training packages (VEC, VCC, Master Trainers etc.), for printing and publication.

    • Develops material for training package for gender sensitization for administrators, masters, lecturers, teacher educators, VEC and VCC members, for printing and publication.

    • Develops MLL based curriculum, text books, work books and teachers guide for primary classes through involvement of in-service teachers and experts for printing and publication.

    • Holds workshops to develop child centred, low cost and effective teaching learning material for primary classes.

    • Implements the programmes and activities of DPEP in co-ordination with the State Project Director (SPD), NCERT, NIEPA and RIE Ajmer.

    Examination Wing :

    Examination wing headed by a Deputy Director has the following features:-

    • Conducts Annual / Supplementary examination for D.Ed. Ist yr., IInd yr and O.T. classes.

    • Setting of Question papers and their printing.

    • Gets help in marking of Answer books and preparation and declaration of results.

    • Issues Marks-sheet-cum-certificates to successful students.

    Office Set-up :

    The SCERT is headed by a Director who has the rank of a Joint Director in the Directorate. There is no separate cadre of the SCERT. Posts of SCERT are inter changeable with those of Education Department. Its establishment consists of the following :-

    Conduct of Entrance Test :

    SCERT conducts entrance test for admission in D.Ed. / D.Ed.(Urdu) / O.T.(Hindi, Sanskrit, Panjabi) /  C.P.Ed. courses. The list of institutions / courses offered have been recognized by the National   Council of Teacher Education, Jaipur (Northern Region) for the year 2000-2001. The duration of   courses offered is D.Ed. / D.Ed.(Urdu) and CP.Ed. one year and O.T.(Hindi, Sanskrit, Panjabi) is two years.

    Library :

    The council has a library which has 21,111 books of different disciplines. The council subscribes to 10 newspapers and 14 magazines regularly. DPEP also has its own library.
