Planing & Development Department
(A) Decentralisation of Planning in Haryana.
Nearly 35 years of macro level planning have
resulted in the progressive realisation that top down Planning
has not been able to ensure uniform development of all areas
or equitable distribution of the benefits of development to
different sections of the population. So Decentralisation
of Planning assumed special significance to ensure equitable
distribution of benefits. Keeping this in view, during 7th
plan period Govt. of India/Planning Commission has set up
a working group under the Chairmanship of Sh. Hanumantha Rao.
On their recommendation, Decentralised Planning was introduced
in the state.
Previously all development departments were
used to draw up plans for development of different areas at
the state level and then allocate funds and targets to various
districts. This process will continue and in addition to this
District Planning and Development Office will draw up a supplementary
plan which will be financed under the scheme of Decentralised
Planning. In the 7th Five Year Plan, during the year 1986-87,
Rs. 5.50 crore were allocated for this purpose to the state
out of which Rs.41 lacks was received by this district. Since
then district Have received untied funds for which supplementary
plans are being drawn - Up at the district level as per detail
given below : -

(B) Scope of District Plans :-
Certain norms and parameters were Laid-down for district plan. Under
these supplementary plans funds may be provided only for non-recurring expenditure. Certain do and don'ts were also defined. The criteria for giving
weightage for distribution of funds was also laid-down.80% funds for the rural areas and 20% for the urban areas for development.works are to be utilised .Out
of the total allocation atleast 25%funds mustbe spent for the schemes exclusively for the benefits scheduled castes.In Decentralised Planning the
upper limit for single project are Rs.2.00 lacks. For theimplementation of the Decentralised Planning the District Planning Board and Executive Committee in
eachdistrict were constituted videnotification No.39/2/86-Plg. dated11th Dec.86. Subsequently inpartial modificationof Haryana Govt.Planning Department
notification No.39/2/86-plg dated 11th Dec.86 the Governor of Haryana has re-designated District Planning Board as the District Planning & Dev. Board
and also Chief Planning Officer as Chief Planning & Development Officer vide Notification No.39/4/88 Deted 10th Aug.1988.
District Planning & Development Board has again been re-constituted vide notification No.39/2/99 Deted17th Aug.1999as
DistrictLocal Area Development Board.The newly constituted Board & Executive Committee at present are as under :-

Planning department was also looking after
MLA Local Area Dev. Scheme. This scheme was implemented in the
State from the year 1994-95. Under this scheme each MLA was
empowered to suggest works/choice to the DC's to the tune
of Rs.20 lacs per year and each individual work not exceeding
Rs.2.00 lacs. Under this scheme funds were received by this
district as per detail given below :-

(C) MP Local Area Development Scheme :-
MPLAD scheme was also introduced during the
year 1993-94.In this scheme recommendation of MP concerned
is final. Under the programme, each MP is getting Rs.2.00
crores per year for recommending development works in their
parliamentary constituency. Rajya Sabha MP may recommend development
work any where in the country. The upper limit for a single
project is Rs.20.00 lacs. Under the programme Benef. Organisations
may be made as an executingagency for which they have to enter
an agreement with the DC's concerned. Under this scheme funds

Upto 2000-2001 this scheme was being monitored and implemented at the state level through Planning Department. But now vide
notification No.18-CC-2000 dated 11.1.2001 that it will be implemented and monitored by Rural Development Department at the state level.
