Haryana Institute Of Public Administration (HIPA)
Haryana Institute of Public Administration (HIPA) is a apex State Training
Institute of Haryana. It is situated in Sector-18, near IFFCO Chowk on Delhi-Jaipur Highway. HIPA was established in 1983 with the objective of
providing Training, Research and Consultancy to improve efficiency in the administration
Institute’s Structure :
HIPA is an autonomous society registered under the Societies Registration Act, 1860. The Chief Minister of Haryana is also the
president of the General body. The executive council is the apex policy-making body which guides the institute in all its major policies, strategies and in
setting up its long term agenda. The Chief Secretary of the state is the Executive Council’s Chair-Person.
The Institute’s professional structure consist of the following core facilities:-
- Behavioral Science.
- Computer Science.
- Economics and Development Planning.
- Financial Management.
- Public Administration.
- Sociology.
- Disaster Management.
Training :
The Training activities are broadly grouped into the following categories:
Institutional Training Course
For IAS probationers allotted to Haryana cadre and also for Haryana Civil service
(Executive Branch) probationers.
Fundamental Training courses
For category "A" &"B" officers of all Government Departments recruited through
Haryana public service Commission.
In-service Training for HCS
The Institute is scheduled to intimate compulsory in-service training courses for
the HCS (Executive Branch) Officers shortly.
Subject Sacrifice Short-term in-service training courses
The Institute organizes subject-specific in-service training course for officers of
different department of the State Government on various subjects.
>Need Based Training Courses
These are organized for various Corporation/Board and other autonomous bodies of the
State Government and Central Government.
Training Courses For Ministerial Staff
To improve the efficiency of official right at the cutting edge level, the
Institute also conducts training for supervisory level and class III employees of the State Government through its Secretariat Management School. (SMS),
Gurgaon and Divisional Training Center (DTC), Panchkula.
Department of Personnel and Training (GOI) HIPA
Conducts various training courses sponsored by DOPT, Government of India such as
1-week/3week in service training courses for IAS officers. In addition, some training courses on topical subjects sponsored by various other National and
International Agencies are also conducted.
Seminars and Workshop
In view of growing multi-disciplinary approaches. The Institute conducts Seminars and
Workshops to Administrators, Academics and Professionals on various subjects of topical interest.
Research and Consultancy :
The Institute undertakes promoters and coordinates research and analytical studies on its own and in collaboration with other
Government and Non-Government organizations. The research and constancy services offered by the Institute basically aim at problem diagnosis, preparation of
action plans and redesigning and restructuring system. The Institute offers research and consultancy in the following areas :
- Monitoring and Evolution.
- Survey Research.
- Organizational Change.
- Strategic Economics planning: (Power sector, Local institutions etc.)
- Social Sector Re-engineering: (Health, Gender issues and Education.)
- System study, Design and Development.
- Library Organization & Automation.
