Soon after independence a program of Community
Development & National Extension Service was introduced, to be implemented
through a series of Community Development Blocks. The first two community blocks
in the Distt. were constituted in 1952 and by the end of 1956 their number rose
to 8 and was 14 by the end of 1961.
After the reorganisation of the Distt in August 1979,
the Distt was left with 9 blocks namely Gurgaon, Pataudi, Sohna, Farrukh Nagar (
Tehsil Gurgaon ) Nuh ( Tehsil Nuh ), Taoru ( Tehsil Taoru ) F.P. Jhirka, Nagina
( Tehsil F.P. Jhirka ) Punhana ( Tehsil Punhana).
With the implementation of the
73rd Constitutional Amendment, there are now 3 tiers (i) Panchayats
at village level i.e. Gram Panchayat,(ii) Block level i.e. Panchayat Samiti
&(iii) District level i.e. Zila Parishad. The Distt has 514 Sarpanches &
4707 Panches in the Gram Panchayats,and 186 Panchayat Samiti members & 24
Zila Parishad members.
The A.D.C. is the ex-officio Chief Executive Officer
of the Zila Parishad & the B.D.P.Os function as the ex-officio Executive
Officer of the Panchayat Samitis.
All the seats in the three tier Panchayati Raj system
are filled by direct election from respective territorial constituencies. Not
less than 1/3rd of the total seats of the members as well as the offices of the
Chairpersons of each tier have been reserved for women. Reservation for
Scheduled Castes & Tribes have been provided at all levels in proportion to
their population at all levels.
It is not easy to assess the peoples contribution in
development activities because it is mostly in the shape of manual labour
voluntary participation which is difficult to evaluate. The achievements of
these b;locks cannot be assessed in exact terms. Hence only a general
description of their activities is given below.
Improve seeds, implements, green-manure and
fertilizers are supplied to the cultivators at subsidised rate. They are
encouraged to preserve dung in pits and help in reclaiming lands and in laying
out model farms. Financial assistance is given for constructing percolation well
and installing pumping aets and tubewells. Cow and buffalo bulls of good breed
are supplied to villagers. Artificial insemination centers have been opened.
Each center has a few sub-centers attached to it and has pedigree
bulls.
Health and sanitation activities cover opening of new
hospitals, rural health centers, rural dispensaries, child welfare and maternity
centers, construction of drains dry latrines and smokeless chullahs, pavement of
streets, installation of hand pumps and construction of wells for drinking
water.
Educational activities cover opening of new schools,
upgrading of old schools, conservation of schools into basic type and
construction and repairing of school buildings.
